An outbreak has taken place in Afghanistan, in which several Afghan courtiers were beheaded. Ishak Khan is massing troops at Bakhara. The Statist attacks Australian borrowing, especially the borrowing of Victoria, and complains of the exclusion of immigrants and muddling of finances. The Porte declines to take the initiative in recognising the claim of Prince Ferdinand to the throne of Bulgaria. The steamer Star of England, bound for Australia and New Zealand, put back to port for repairs rendered necessary by damages sustained through a collision in the Channel. There is increasing indignation in England on account of the atrocities on prisoners at the Siberian mines. In the House of Commons Mr Smith stated that the Government declines to interfere tn the matter. , The French Cabinet have resigned owing to the Senate refusing an order of the day, and M. Freycinet formed a new Cabinet, himself as Minister of War, and M. Constans as Minister of Foreign Affairs. Several Tory Societies are promoting votes of censure on Lord Randolph Churchill for his speech on the Parnell Commission on the I Xth Inst. Mr Charles Scott, British, representative at Berne, has been selected, along with Messrs Gorst, Holdsworth, Burnett, And Dale, to represent England at (hp Labor Conference. The Government refused to appoint John Burns. The American dynamite cruiser Vesuvius has been subjected to trial trips with excellent results. The explosion at the Adria colliery, resulting in large loss of life, was caused by a miner firing a shot without permission. The elections for Stoke upon Trent, caused by the resignation of Mr Bright, resulted in the return of Levan Gower, Gladstone Liberal, who polled 4,154 votes Against 3,926 polled by Allen, the Tory Candidate. Viscount Dunto, who created a sensation in London in July last by marrying Miss Bilton, a singer at the Alhambra Music Hall, is petitioning for a divorce on the grounds of his wife’s adultery with a bnc-a-brlc dealer.
