Wellington, last night. Mr Mitchelson has definitely been chosen leader of the Government.

Mr Mackenzie wants appointments to the Legislative Council to be for a limited period instead of for life. Mr Joyce intends to move that a select Committee of ten members be appointed to report to the House upon the best means of largely increasing the settlement of people upon the millions of acres of unoccupied land in the North Island.

So far there has been no falling off in Ministerial supporters, and there is a very strong opinion prevalent that Government will be able to weather the session.

The Government have been replied to re the San Francisco mail service, to the effect that the question of subsidy is not yet decided, but the New Zealand Government is urged to delay the matter a little longer.

On Tuesday evening, on the motion to go into Committee of Supply Mr Ballance will move a hostile amendment. The points of attack will probably be that in view of the alleged surplus taxation should be reduced ; that there should be no more appointments to the Legislative Council until the new Parliament assembles, and that the promises of retrenchment made by the Premier last session have not been carried into effect. Probably it will also be contended that the Financial Statement foreshadows further borrowing (which is denied by Ministers).
