THE HARBOR BILL.

At present we are completely in the dark as towhat is likely to be the outcome of the Harbor Bill now before Parliament. That some legislation will be passed is pretty certain, though whether that legislation will be such as to meet with the approbation of the ratepayers in the district is quite another question. Whatever may be the course that legislation will take we hope that any possibility of a default will be avoided, for we have reason to know that the mere possibility of such a thing is eyen now doing a great deal of damage—far more injury than would be the imposition of a further rate. We have no doubt whatever that the Board will be compelled to comply with the section of the Act to which we alluded in a previous article, showing that the special district was compelled to strike a special rate, but whether this weight will be relieved in any other way yet remains to be seen. That it will be enforced we believe to be beyond question. However, as we do not pretend to know what action is likely to be taken by the Committee, we must emphasise that the one great point should be kept in view, and great sacrifices be made rather than risk default next month. The stigma of such a thing would never be freed from the district, and those who have a stake in the place should, all other efforts failing, or being only partially successful, resolve to abide by any issue that will prevent the disgrace of default",
