BRITISH AND FOREIGN.

Almost a political revolution is threatened in America through the McKinley Tariff Bill. The Portuguese Premier has refused to advise the certification of the AngloPortuguese convention. A Regency has been appointed in Holland in consequence of the state of the King’s health. The barque Duadine, which left Oamaru on March 19, has been posted at Lloyds as missing. The Stock Exchange is still excited. Colonial Stocks remain unchanged at nominal figures, and are quite unsaleable. Brokers suggest that the Colonial Governments should sell Treasury Bills instead of floating loans at present. Messrs Dillon and O’Brien are still in France, and it is reported that they intend to visit Rome.
