Thursday, March 12, 1891. RETRENCHMENT.
Be just and fear not; Let all the ends thou aim’st at be thy country's. Thy God’s, and truth’s.
The new Government are making a bold move in the direction of retrenchment. It is a scheme that is bound to be fiercely objected to, because it is a very different class of reduction to that which confined itself to docking ten per cent, from the salaries of hard-worked and miserably paid clerks, while the big fish were allowed to escape. The Ballance Government have undertaken a task which will bring down upon them the concentrated force of all that power that lies behind the scenes in upper circles, but the bulk of the people are learning to discriminate between that retrenchment which is meant only to affect the poor man while the rich is made richer. We have not at hand at present the facts necessary to enable us to gauge the probable effect of the retrenchment policy of the Government, but we are
satisfied to note that many overloaded twigs of the service have at last fouud a power that can reach them instead of confining itself to the helpless subordinate officials.
