Preparing Specifications.
[TO THB EDITOR. ] Sib,—The following facts are submitted, believing they may prove instructive, if not entertaining, to many of your readers. There have recently, as in aforetimes, been tenders publicly called for public works, and also conditions prepared to protect the principal and bind the contractor. That is very proper, but one clause runs thus—“ The contractor is to pay 5 per cent, for plans and specification.” Now as the full professional fee for total services is 5 per cent, on contract sum (charged of course to the principal) it is pretty clear the clause was inserted to get twice paid for the same job. This has frequently been played off with success, the percentages being varied, and somelimes omitted, if it can't be worked comfortably : circumstances alter cases. But if the contractor is busy enough to question the matter he is informed it has nothing to do with him, as he has but to add the amount to his tender, and in the fulness of time hand it nver to the framer of the condition and supervisor of works.
