The Borough Estimates.
At the meeting of the Council on Tuesday the estimates were presented. The Mayor mentioned that by the reduction of the rate last year their spending power was greatly decreased and roads upon which a couple of hundred pounds might be spent profitably would have to be left with a very small amount for maintenance. It was for them to consider whether they should try to continue working on the reduced rate, or whether they should increase it. Cr Whinray said it was the most dis? heartening estimate they had ever had, They had only allocated as much money as they could spend between the meetings. Cr Dunlop said they could have more money to spend if they liked to increase the rate. Cr Joyce thought they could manage to get on without increasing the ninepenny rate. His Worship in reply to Cr Dunlop, said the estimate was founded on a ninepenny rate ; the estimates should then be approved of if they thought fit, and the rate would be struck at the next meeting. Cr Harding also considered that they would be able to get on withoutjincreasing the rate. The Mayor said that was just the position, whether they should strike a higher rate and have more (to spend, or try to carry on economically, making no permanent improvements, but getting on as well as they could. Cr Whinray favored the present rate, saying that the way the district had been trapped over the harbor had put them in a backward state, and they should try and get something done iu the matter.
