THE GOVERNMENT’S POLICY. There is no need to comment at length on the policy defined in the Financial Statement. Its merit is such that the Statement may well be allowed to go forth of itself to face the fierce but impotent objurgations that are bound to come from the strongholds of the monopolists. The alteration in the incidence of taxation is a recognition of the principle that industry should not be discouraged by an additional penalty in the way of taxation. The industrious settlers of this district know to their cost that the more they toil the heavier becomes the tax, under the old system ; every improvement they make increases their burden; while the man
who is indolent and merely holds property for speculative purposes gets very lightly treated, if he is caught. An apologist for the monopolist class states that there are very few monopolists in New Zealand. Then why need there be so much anxiety about those who are hardly known to exist ? The way in which the Ballance Government have approached their difficult task shows them in a light that must still further strengthen their position and ensure the confidence of all industrious people in the colony.
