Tuesday, October 20, 1891. RUSSIAN LOAN,
Be just and fear not; Let all the ends thou afcn’st at be thy country's, Thy God’s, and truth’s.
The great success which attended the floating of the new Russian loan, which was subscribed sevenfold in France alone, proves the astuteness of the diplomatic agents of Russia. A few months ago few people believed that it was possible for Russia to get a fully subscribed loan, it being thought the coldness of the Rothschilds would be sufficient to prevent any loan by Russia being successfully put upon the market, The supposed alliance with France has made the Muscovite in a great measure independent of other nations which had only to refuse supplies to put Russian diplomatists in a tight place. The croakers in England will have something tearful to say about the new condition of things, but the irritants which affect nervous people have been used too often to cause much uneasiness at the present time. An impression was industri-
ously created that the only thing which prevented Russia plunging the world into a bloody war was the want of money. Now she has got the money, with such a great measure of success as will cause much chafing in certain quarters. Having secured an undoubted diplomatic victory in a way that will impress all other nations, she will probably be content to take things more comfortably than before, and if the money is spent in unproductive military works it will serve a purpose while it lasts.
