Public Notice*. THE HAWKE’S BAY RIVERS BOARD. IN THE MATTER of a Bill intituled., an Act to amend the Hawke’s; Bay Rivers Act, 1919. yOTICE IS HEREBY GIVEN that A it is the intention of The Hawke’s Bay Rivers Board (herein after called “the Board”) during the present Session of Parliament to promote a Bill for the purposes following:— 1. Authorising the Board to carry out a general scheme of flood prevention outlined in the Schedule to the Bill. 2. Authorising the Board to borrow by way of Special Loan under The Local Bodies Loans Act, 1926, the sum of £250,000 for tho purpose of the said scheme. 3. (1) Authorising the Governor-Gen-eral to appoint a commission to decide the following questions:— (a) Whether Ward 3 shall bo divided into Two Wards and in the event of dvision where the boundary shall be. (b) Whether the graduated scale of rating as provided by The Hawke’s Bay Rivers Act, 1919, shall be varied. (c) Whether and to what extent any portion of a Ward shall bear a greater proportion of the rates than the remainder of the same Ward. (d) What contribution (if any) shall be paid by The Hawke’s Bay County Council or The Napier Harbour Board towards the cost of the said scheme and what shall bo the method of contribution by such bodies. (o) Whether the Board may raise the said Loan without taking a Poll as required by Sections 9, 10, 11 and 12 of Tho Local Bodies Loans Act, 1926. (f) What incidental alterations or amendments in the law shall be made. (2) That if a Poll of Ratepayers is to be taken cn a proposal to borrow the above sum then a majority of tho voted votes to suffice. (3) (a) That the decision of the Commission shall have the force of law. (b) That fees of Commission to be paid by Board, but Commission may award costs to or against any party to the enquiry. 4. That the Board may without raising loan proceed with work out of General Account and recoup such account when loan raised. 5. That Board may raise Special Loan for benefit to part of district. 6. That Board may sell lease or otherwise dispose of lands. 7. That Ratepayers whose rates .unpaid not entitled to vote at Elections. 8. Altering date of Election. 9. That Chairman may be paid annual allowance not to exceed £lOO. 10. That Board may pay costs of promoting and passing Bill through Parliament. A Copy of the proposed Act was this day deposited in the Magistrate’s Court, Napier, in accordance with the Standing Orders of the House of Representatives and will there remain open for public inspection for a period of three complete weks.
