Hicks-Beach, replying to M'Arlhur, in the House of Commons, said that Queensland's management of the Torres Islands had been faultless. He also in« timated that the Government had not at present any intention to extend their jurisdiction to New Guinea. Beeiin, 12. The Reichstag has been opened. The Imperial Speech justified the increase made in the German army, on the ground that arrangements were going on amongst their neighbors which rendered the step necessary. But the speech also pointed out that the course of action being pursued implied no departure from the pacifietpol'cy laid down for the guidance of the German Empire. Stbney 14.
