.. ♦ ■■ Tbe policy of Obili in the present war witb the South American States^ finds (says La Vos del Neuro Mundo) its empbatic justification in past history. Chili's prowess showed itself when tbe cries for independence rose against tyrannical S with such fervour that it was heard along the Cordilleras to the summit of tbe Andes. It resulted, after a struggle, in the Spanish forces being totally vanquished. After the independence had been gained a republic was formed. The people have been blessed by their Creator, and by thrift and industry, combined with peace. Chili has surpassed all the other South American countries in progress and wealth. Her liberal institutions, framed by statesmen of superior capacity, were adopted by the other Southern American republics, which showed tbat they loved and respected her- Chili ceded to Bolivia, by a treaty most favorable to tbe Bolivians, the territory of Autofogasta. Naturally, as in the cisc of all contracts, this treaty was subject to certain conditions, tbe non* compliance with which would make the same null and void. Bolivia, insti* gated by Peru, showed herself ungrateful, and an appeat to the sword had to be made by Chilli, after all means at her disposal had been used to avoid war God and her sons have saved her, and out of this war, unlucky at its commencement for Chilli, South America will come completely changed. This change is demanded by a progressive planet. The roadways to tbe capital of Pera (Limn) were at last accounts open to her force.
