I should like to know whether it is allowed that a member of a ! publio institution should be both master and servant. In all Boad Boards, Boroughs, and Counties, no member can be a contractor, and assuming that Hospitals are regulated by the same rule, I cannot see how any exception can be made in favor of the member in question. —I am, sir, &c, A TENDEBEB.Beefton, April 220 d. 1880.
