Lord Hartington says that he seeks to evade no issue the Government can raise. He deprecates exaggeration in describing Irish distrese. Home Rule he says is impracticable, and he considers any concession or appearance of appearance of concession in this direction would be mischievous in fact to the prosperity of Ireland as well as England and Scotland. He had constantly opposed it in office and in Opposition and would continue to do so. This agitation must be mejs not by exaggeration, but by firm consistent resistance, combined with the proof that the Imperial Parliament is able and willing to grant every reasonable demand to the Irish people for equal laws and institutions. Much, however, remains to be done in re* moving the inequality of laws which still exist to the disadvantage of Ireland. But before we can do this we hope that the Irish people will be conI vinced of the just impartiality of the Parliament of the United Kingdom.
