INANGAHUA COUNTY COUNCIL.

Engineer's Bepobt : According to instructions I had the honor to receive at the last Council meets inp, the following works hare been ftt> tended to :— 1. A survey has been mnde, and a plan and specification prepared for the necessary work to Kanft-street. Eeefton. Tenders have been invited, and tbe offer of Messrs Butler and Co. wa3 accepted, and the work is now in progress. 2. Specifications have been drawn up for a track from the suspension bridge, below Overend's farm, towards MOon» nechie's. a distance of 90 chains. The ! tenders for this work closed on the 16th of Juno, bat hare not been dealt with, awaiting tbe decision of the Council. 3. A contract has been leb for the necessary repairs to the Murray Creek track, and also for forming a piece of new track above the Golden Treasure mine. 4. A survey has been made of tbe proposed new piece of road from the slips at Black's Point into tbe township. Specifications and plans have been prepared and tenders invited for the work, which closed this day, and Bwait your consideration. 5. Tbe widening of the horse-track at Boatman's above the machine»site*of the Welcome Company has been let to Dug-! gan and Co. for the sum of £44 17s. I considered it advisable to invite tenders for the work, and received three offers, as follows: — H. Duggan, £44 17s; T. Minahan, £75 ; Goodyer and Davine, £61. Duggan being the lowest, was accepted. There are other works re« quired upon the track which I will attend to as^soon as possible, as they consist of broken bridges that have fallen down through age, snd cribslogging that has given way through the same cause. 6 Tenders have been invited for gravelling the right-of-way at the rear of Broadway, as agreed upon by the Council at the last meeting, and £awa ; ,t tbe decision of the Council. 7. Dray bridge over the Landing Creek on the Westport* r.>ad. I have made a surrey for tbe purpose of preparing plans and specifications for the work ; but the maintenance conlractor for that portion of the Westport road considers lhat he can perform the work at tbe price set forth in the schedule attached to his contract. Therefore, I send the particulars as soon as they are prepared, so that tbe work can be commenced at an early date. 8. At Colinton, the suspension bridge is completely rpttep, and in a most dangerous state. I, therefore, have com menced to draw up a plan for tbe erection of a new structure, but the wire rope and floor bearers belonging to the present bridge can be used in the new works Be .Toice's application for making a piece of road from the end of Bridgestreet towards tho Dudley coal mine- I visited the ground yesterday to ascertain the particulars, which are as follows :— The l Q ngth oi road that tlie Council aie required to make is 8 chains, and is to extend from the end of the present road against the U^st*^o^ae towards the coal mine. Tbe cost of forming the road acs cording to my estimate wonld be £56.

The object in applying sto5 to haye a road made for this distance is to do away with 8 chains of a tramway that runs parallel with the proposed road and which at pre« sent is out of repair, and in places quite roiton, In my opinion, it would be cheaper for the Council to repair the tramway for the distance aske.l, and moreover would be a greater benefit to Mr Joic«», because when the load is of the truck it would be far easier to run it 8 chains on a tramway than it would bo to cart it the same distance on a pi<?ee of now road— certainly, the road if it w*s formed would be useful to cart firewood ujon. but there would not be any other advantages to be derived from it. Cost of forming road at the intersec tion of Walsh and Church-streets, fieef. ion.— Of a necessity thss work would bp expensive, because to make anything of a work, the terracfi that crosses Church* street would require to be cut df>wn, and also the Buller IJoad would require to be cut down to meet the level of the bottom of the cutting in Cbureh«street j Walshstreet also towards Shiels'Street would have to be filled in to meet the fall from the higher ground of Church street whpre it crosses Walsh street, together with the grades that it would be necessary to form from nil the surrounding roads, makes it a work triat could not be pers formed at a small- outlay. I lay on the table an estimate of the cost of the work that would have to be undertaken. PBOPOSED TEACK FEOM THE BLACKWATEE | TO THE Bia BIVEB. j I have not been able to visit the Blackwater since tho last sitting of the Couna cil, and I beg to stale that it has taxed all my energies to get through the other work that I received instructions to perform. The resolution was that two men be sent to cut a line from the Blackwater to the proposed new track to the Big Kiver, and that I afterwards visit the route and decide upon the best. I would respectfully suggest that I first go over the route, and afterwards cut a line through, as it would save time and perhaps unnecessary labor. TRACK TO ma BITER. Specifications have been prepared fo r this track, nnd tenders called for, which closed at 12 noon this day. •WE«rPOBT ROAD, This road from Larry's Creek to the boundaries of the County on tl»e Westport and Lyell toads is in good order. But complaints are made by the cons tractors against the very narrow wheel* tires that are in use upon the road, es% pecially those upon a waggon driven by one Mr Cox. When last upon the rrad I had an opportunity of witnessing the effect this waggon had upon the road, and I Fully endorse the statements that were made, tbat it will be impossible to keep the road free from rnts, while the present width of wheel tires ia per* tnitted especially in the one referred to— the shape of the t!r,es being half round, and originally not more than 2| inches in vridth, and the present bearing surface being about equal to that of the mail coach. I, therefore, would urge upon the Council the necessity of doing some* thing iv the matter. FEBN PLAT BOAD. It is necessary that s 'me repair 3be performed by the maintenance contractors upon this road, as in several places the ruts are becoming bad, but if attended to immediately, tho road can be kept in good order. I may mention that no work has been performed upon this road by tbe contractors for tbe maintenance. BOATMAN'S DBAT BOAD. Owing to the large amount of traffic upon this road of lite, there are several places rather out of repair, but which the contractor will remedy forthwith. ' I have not been able to pay the usual visit of inspection to the Grey Road since my last report, owing to other work. In conclusion, T make a suggestion to the Council not to fix dates for the closing of tenders in small contracts, for oftentimes I could manage to perform two or more of these small works together were I not bound to a particular date, and it would be a saving of time in many cases, especially when there are works to be dono in one district, but the tenders are to close at different dates. It debars me from dovetailing as it were one work into another. Eeefton, 23rd .Tune, 1880.
