♦ [BY ELEOTJIIO TELEGRAPH.] [?EH PBES9 ASBOOIATroN.] GENERAL ASSEMBLY. » Wellington, July 15. The House met at 2.30, Mr Beeves gave notice he would move that nil Resident Magistrate's and War* dens be removed at least once in every three years. Replying to Mr Murray, Major Atkin son said he had arranged that the sum of £350 per annum be paid for the use of premises by the Government Life Assur* ance Company. Replying to Mr Gisborne. Mnjor Atkins son said all purchasers of reclaimed land in Wellington bad paid their instalments excepting one, who had become insolvent, and his deposit had been for* feited. Mr George moved that in future, daring this session, the House sits on Mon* days. Mr Hall acquiesoed in the motion adding that in view of the great amount oF work to he got through, the Government were considering the propriety of asking the House to sit afc noon on Wednesdays. Sir George Grey moved that a Select Committee be appointed to inquire into and report upon the petition of Louis Ebrenfried, of the Thames, complaining of the manner in which licenses have been renewed to certain public houses in the Thames district, snt'h Committee to eomist of— Captain Colbeck, Mr Hurst, Mr Macandrew, Mr M'Donald, Mr M'Lean, Mr Reeves, Mr Whitaker, Mr Rea 'er Wood, and the mover. Mr Hall objected, stating that a Select Committee was unnecessary, and the Public Petitions Committee was the proper tribunal. Mr Tole said the Petitions Committee had already decided the point in connection with a petition from Christchurcb. In the circumstances he thought a differ* ent tribunal should be chosen. Mr Stewart urged that the petition before tha House showed the necessity that existed for provision being made in the new Licensing Bill for giving licensees a right of appeal from the decision of the Licensing Commissioners. Sir Wm. Fox spoke against that view, contending that in Scotland a right of appeal was provided for, and it was found to work satisfactorily. Mr Reader Wood supported the mo* tion. On a division after a long discussion, the motion was lost by 27 to 32. The following were put and carried :— Mr Jones— That all correspondence connected with the appointment of Mr Henry Haughton, of Dunedin^ to the position in the Government Life Assurance and Annuities Department be laid before this House. The adjourned debate on the second reading of the Hospital and Charitable Aid Endowment Bill was resumed. Mr Turnbull suggested that the Bill be read that day six months. Mr Hall said he intended to support fie second reading. He denied that it would clash with the Bill on this subject introduced by the Government. Mr Delatour said the Bill would have to be altered before it could possibly pass through the Committee. Mr Stewart spoke in favor of the Bill, Sir G. Grey said the whole system proposed in this Bill was adverse to the public interest. He would allow residents of localities to choose the persons to administer charitable aid, and levy rates requisite for that purpose. Mr Gisborne thought the Bill would be highly* beneficial to the community at large. Mr Shepperd also considered the principle of the Bill to be sound and would support the motion. Mr Stevens replied, and on being put the motion was carried on the voices.
