■ ; — « Wellington August 20 Mr Moss gave notice that he would move tovn'orrow, ' That it is expedient to relieve the general legislature of all duties that can be more efficiently and economically performed by tbe local governing bodies directly responsible to electors by whom they are chosen. That for this purpose, and for tbe better redress of local grievances, school districts shall be grouped to form road districts; road districts shall be grouped to form Counties ; and Counties shall be grouped for the formation of Provinces, sufficiently large to warrant the creation of local legislatures to maintain peace and good government within their respective bounds. That it shall be the duty of each local governing body to form its own electorate rolls, and to conduct its own elections, and to manage all local matters in accordance with such laws as may be passed from time to time by tbe legislature of the province, l'hat the provincial legislature sball be chosen every second year by the registered electors of the province who also shall every fourth year elect a superintendent as the chief executive officer of tbe province. That tbe laws made by the said legislature on all subjects except the thirteen enumerat-d in section 19. of Constitution Act, shall be valid as soon as they nre assented to by the superintendent, or, failing such assent, so soon as they are '.confirmed by an absolute majority of three-fourths of the members. That no appointments cxl ceeding £100 a year, made by the supers intendent, shall be valid until confirmed by tbe proviuoia) legislature ; no person drawing salary or pay from the public revenue of the province shall be eligible to sit ia its legislature. That the legislature shall have all powers necessary lo enable it to raise internal revenue, to en*

force its laws, and to perform its duties in maintainane of peace and good governs ment. That the representation of the provincial district id the 'House of Representatives shall be proportioned to the population of the respective provinces, but the appointment of such representa» live, among our own populations shall rest with the legislation of each province. That as vacancies occur in t'ue Legislative Council they shall be filled up by memhers elected by the Council of the province in which snch vacancy occurs. The Government is reqmsted to propose dur* ing the reces9 an amendment of the Con» stitution Act in, accordance with these resolutions ; also to prepare such financial measures as may be necessary to gire them proper and equitable effect."
