R. J. Feddon's notice of motion was on asking tbat in management of tbe Waimea water-race prior right to water supply might be given to tbose Europeans, who first settled in the district, ~l_ committee on the Begulation of Elections Fill, Saunders successfully moved the erasion of clause 11, providing for written nominations of candidates themselves by ten electors. In clause 34 which regulated the nnmber of votes to be given by each voter, Montgomery moved excision of sub - section, which provided that wben district is represented by three members no one shall vote more than two candidates.

The Premier thought it was very desirable to provide for the representation of minorities. It had worked well at Home, and he hoped experiment would be tried in the Colony. He believed it would be good thing if Hare's system of .representation were adopted here, and the mete it was talked about the better. If it were adopted people of the colony would then be represented as fairly as possible in Chambers.

The Government subsides on rates collected amounted to £128,891.113 sd, and sppcial grants for public works to £68,773 3a ld. Tbe population of the counties numbers 247,637, and of road districts 186,466.
