Despatches have been received from the commander of the Greek troops at the frontier stating that the Turks havp evacuated the town of Arta, and that he has taken possession of that post, and also of Punta, on behalf of the Hellenic Government, without opposition. La'er. The news of the cession of the town of Arta, and of the withdrawal of the Turks has been received here with great public rejucing. Washington, July 8. This morning a bulletin reports that the President continues tn mike sa'isfnctory progress, and is hourly gaining strength. His medical attendants are sanguine of his complete rec very. Cape Town 7 Intelligence j* to hand from Pretoria that the Royal Commission empowered to settle frontier and other questions in conqection with the Transvaal is making good progress, and every hope is entertained that a successful issue will result from its labors. Srdney, 8. A fresh case of snnll-pox has been reported to the authorities to-day, from the Glebe, one of the suburbs adjoining the city on the south-west. Later. Another case of small-pox is reported this evening. The sufferer resides in the centre of the city, and is a young woman named Monaghan. 9. A fresh case of small -pox is reported this morn-n?, which makes the third within the pa«t twenty-four hours. The disease has again appeared in the heart of the city, in Sussex -street, the sufferer being a girl, 11 years of age. Melbourne, 8. Sir Bryan O'Loughlin has selected the following gentlemen to form a new Ministry:—J, M. Grant, D. G-Min«on. J. H. Grave, H. Bolton. H: M. F. P. Dobson. F. Bent, and Dr. L. L, Smith. The various portfolios have not, however, yet. been allotted. The diamond drill nt Stawell has struck gold at a depth of 1700 ft. The detached squadron, with the exception of the Bacchante, is now under orders to proceed to Auckland. It is announced that Sir Bryan 0' Loughlin will be Premier, AttorneyGeneral, and Treasurer in the new Ministry } J. M. Grant will fill the portfolios of Chief-Secretary and Minister of Education. The other portfolios have not yet been ollotted.
