GREY'S LOCAL SELF.GOVERN. MENT BILL.
♦- The following is a summary of the above Bill :— Under clause two, the Governor defines the limit of local districts under this Act. Clause four makes provisions for every local district to have a President and a Council consisting of—— mem> bers. The President and Council to be elected by the people. Every person on the Electoral Rojl shall be qualified to become a President or Councillor, The duration df tune "for which Councillors shall hold office is left" blank. The Council may make laws 'for 1 general guidance, but shall'not be impowered to
deal with any of the annexed matters :— The imposition or regulation of duties of Customs to be imposed on the impor« talion -or eiporfalioß of any goods. The imposition of any dues or other charges on shipping* The erection and maintenance of lighthouses and beacons the coast. Regulating the Post Office, and the carriage of letters, or the establishment, management, or maintenance of telegraph lines. Regulating the weights and measures to be used in the district. Regulating any of the current coin, or the issue of any bills, notes or other paper currency. Establishing, altering, or rppealing : laws relating to bankruptcy or insoU vency. Regulating the course of inheritance of real or personal property, or affecting the law relating to wills. Pegulating the law relating to mar* riages or matrimonial causes, or the registration of births, deaths, and mar' riages. i Uegnlating primary education. Imposing any disabilities or restric* tions on persons of the Native race to which persons of European birth or descent would not also be subject. Establishing or providing for the main* tenance, management, and movement of any force other tlian Volunteers raised for the purpose of internal or external defence against an enemy. Affecting lands of the Crown, except for making regulations for mining purposes, or affecting lands to which the title of the original owners has never been extinguished. The establishment or abolition of any Court of judicature of civil or criminal jurisdiction. In addition fo a President, there shall be elected out of the members of the Council a Chairman. The power of vetoing any resolution of the Council is left to the President. Clause twenty* nine treats on revenue as follows : — After all the revenue arising from taxes, duties, rates, and imposts levied in virtue of any Act of the Genera] Assembly, and from disposal of waste lands of the Crown, shall have been appropriated to specific purposes by any Act of the General Assembly, the surplus of such revenue which shall not be so appropriated shall be divided among the several districts established by this Act, in the like proportion as the population of each of the said districts bears to the population of the whole of New Zea* land.
