A bulletin issued this morning report that Garfield uas snffered a serious re* lapse, and is much worse. Alarming symptoms cause worst fears by his physicians, who hold little hope of the President's recovery.

Telegrams to hand from Afghanistan announce that the Ameer has received strong reinforcements to his troops at Khelat Ighilzai, where he is now concentrating prior to marching against Ayoub Khan.
Sydney, August 27.
Two fresh cases of small-pox have been reported to the Board of Health to-day.
