Tbe Sheep Act 1878 Amendment Bill, and the West Coast Settlement 1880 Amendment, Bill (Wbitaker) were read a first time. The Hail way Construction Bill (from the Lower House) was also read a first time. Premier announced in the House on Monday evening that the Government would for the present session abandon the Hospital and Charitable Aid Bill, the Crown and Native Lands Bating Bill, tbe Roads Construction Bill. In the House yesterday the Premier moved the second reading of the Leasehold Qualification Bill. Ibis Bill contained a clause which was objected to in the Representation Bill, and which was fully debated when inserted in tbat Bill. Grey intimated bis intention to move tbat under the authority of the Act no vote should be allowed to any one per* son for more than one qualification. If that wag not agreed to he should move to limit tbe number of votes to two qualifications or three qualifications till it was agreed to, so as to fix a limit beyond which power should not be held by wealth. The second reading wai carried by 45 to 16. Seddon gave notice to move for tbe repeal of the freehold qualification, and said that he would oppose the Bill at every stage. The Bill was committed, and after much debate Grey succeeded in carrying by 28 to 27. an amendment amid cheers, that no elector should vote in more than two electorates. Grey then asked bow the Government would give effect to the decided will of tbe House that no one should vote in more than two electorates. The Premier said the Government would be prepared after due consideration to give a reply. Grey said he really thought the defeat was so serious that it did demand consideration. Hall replied that this consideration would be given. The exultation of the hon. member conld be pardoned as he had for once, and once only, this session carried his point. On the Bill being reported the Premier moved that the amendments be considered next day. and to this George moved that they be considered at once. On a division tbe Premier's motion wa3 carried and the House adjourned. It is not generally expected that tbe prorogation will take place earlier than this day fortnight: It is rumored that tbe leasehold qualification will be abandoned now tbat Greys amendment has been agreed, but if an attempt is made to shelve it, members who are really anxious to see some limit
