[PHOM OUB OWN COERE9PONDENT.] Lonbon, September 20. Her Majesty, the Queen, bas sent a telegram to Mrs Garfield, expressing sympathy and condolence with her in loss of her husband. ADEif, September 20. An outbreak of cholera at this place is raging with increased severity, and numerous deaths have occurred. Every precaution is being taken to lessen the epidemic. Constantinople, September 20. A difficulty has arisen in the negotia* tions which are proceeding here, between the representatives of the foreign creditors of the Porte and the Russian delegate. The delegates state, that the amount of Turkish war indemnity still owing should be included in debts to which scheme for payment of interest is to be applied. This claim is generally opposed by other foreign delegates, and settle.-
