THE OATH QUESTION.
. » The question of the oath is troubling the peace of the Belgians as well as that of the French, Dutch, and the "English. At present every witness in & Belgian Court must swear, " before God and before men," to speak the truth, the whole truth, and nothing but the truth. A. parliamentary Commission has just reported in favour of permitting affirmation. The report, which mentions among curious details of Continental jurisprudence that in Germany witnesses are sworn both before and after giving their evidence, is a somewhat eleborate document, but its conclusion is simple and to the point. It proposes, in order to guarantee the rights of citizenship alike to those whose religion forbids the oath and to those who have completely repudiated religious beliefs, that any witness who declares that he cannot take the oath from conscientious motives may be allowed to substitute for it a solemn promise to speak the truth, adding to that promise, if he pleases, any re. ligous formula in use in his own sect.
