ORDINARY MEETING OF THE INANGAHUA COUNTY COUNCIL.
Present— -Mr P. Brennan, Chairman and Messrs. Irving and Williams.
A quorum not being present, the meeting was adjourned until B*ls p.m. — resumed at 8 35. — Mr P. Brennan, Chairman, Messrs Williams, Craig, and Irving.
The minutes of the previous meeting were read and confirmed,
On the motion of Mr Craig, seconded by Mr Williams, the correspondence sent and received was read and dealt
with.
From W. Cochrane ane Sons asking the Council to subsidise the making of a road from the Buller road to their saw-mills.
From James Billet complaining of the state of the road near the Just-in Time dam — matter referred to the Engineer with power to act.
From Joseph Steele and others asking the Council to make that portion of Walsh street from Sheils street to the Buller road.
Proposed by Mr Craig that Mr Steele be informed that the Council were not at present in a position to undertake the construction of the road requested by him. — seconded by Mr Williams and carried. From firebrigade asking the Council to grant a donation of £50 to the Reefton Fire Brigade to enable that boby to pay the night watchman. Proposed by Mr Craig that brigades be informed that the Council cannot give the donation asked for, but if petitioned that a special rate would be made for the purpose — seconded by Mr \\ illiams and carried. From Mr McKenna asking for one month's extension of time to complete 2 section Big River track — Proposed by Mr Craig and seconded by Mr Williams that the extension be granted. Carried. From Wilkins and Field re goods. From George Barman stating that Emanual had transferred his contract to him (G. Barman). From the Secretary of the Treasury re guarantee given the Bank of New Zealand. From the Secretary of the Treasury re 'oad Boards. From Alfred Smith re jurisdiction of Warden, &c. at the Owen reefs,— the Chairman was instructed to write to the Minister of Justice on tho subject. From John Torrens asking Council to remove two stumps off Kelly street, the engineer was instructed to act in matter. From Forsyth and Masters asking Council for permission to build a timber yard at the back of their premises in the Strand. — Proposed by Mr Irving that the application be not entertained. Seconded by dflr Brennan. Carried. From John H arris drawing attention of the Council to the dangeious state of the track to the Phoenix mine. The Engineer stated that he would attend to the matter.
From the manager of the Eureka G. M. Co asking Council to extend the road from No. 6 level of the Welcome mine to the Eureka crushing machine site. The Chairman was instructed to write to manager of the Eureka Company informing him that the request would be complied with.
From the manager of the Eureka Company, asking Council for the use of the diamond drill. Resolved that the use of the diamond drill be given to applicants in the order in which they are received.
From Wm. C. Mirfin asking Council to repair the ( tutuhi road, and offering to do the same for twelve months for the sum of £17. The matter was referred to the Engineer to report on at next meeting of the Council.
From R. DcYoung and others asking Council to gravel the road next Kater's Hotel. Prosposed by Mr Williams, that the engineer be empowered to make the necessary repairs. Seconded qy Mr Craig. Carried.
From W. H. Jones, re Silcocks claim for compensation. The Chairman was instructed to consult the county solicitor, re the subject matter of Mr Jones letter.
, From W. Hgtfpnes, stating that his -client's, B^Bipin, land waj likely to I be damaged through the action of the Council, and asking that the matter be remedied. The matter was referred to the county solictor.
From W. Fox offerring to make a track to some unknown place for the sum of £20 per mile. Letter held over for consideration.
From G. Joyce and others asking Council to take steps to drain the stagnant water from the rear of their premises. The matter was referred to the engineer with power to act.
From Jamer Payne re Exhibition. From Mr Reeves re road to Owen reefs.
From Secretary to Treasury forwarding revenue for month of August.
From the Secretary to the Railway Committee, Nelson, asking the Council's co-operation in furnishing to the Royal Commission all necessary information re railway route from Canterbury to Reefton. — Resolved that the letters from the Nelson and Sydenham Railway Committees be handed to the • ecretary of tho Railway League.
From Mr Reeves, re wen reefs, and the Chairman was instructed to reply that the Engineer on his next visit to Hampden would report on the Owen reefs.
Resolved that the application of the Impel ial Company for the use of the diamond drill be granted ir the order received.
From F. Archer, re omission in his punt protection.
Resolved on the motion of Cr. Irving, seconded by Cr. Williams that the request be granted.
Resolved, on the motion of Or. Williams seconded by Or. Craig, that the Chairman take the necessary steps to obtain money from the Government under the I 'oads Construction Act, to make the road required by Cochrane and Sons.
Proposed by Mr Craig and seconded 'by Mr Wiilliamß, that the correspondence as read be received. Carried.
The Engineer's report was then read, proposed by Mr Irving and seconded by Mr Williams, that the Engineer's report be received. Carried.
Proposed by Mr Craig and seconded by Mr Irving, that tenders be called at once for the making of a road in Ramsay street, Black's Point. Carried
Proposed by Mr Williams, that tenders be called for making the necessary repairs in Bridge, and Peters streets, tenders to close on the 11th October, at 12 o'clock, seconded by Mr Irving and carried. i
Mr Byrne then took his seat.
Proposed by Mr Irving, and seconded by Mr Craig, that public notification be given at once, that it is the intention of the Council at their next meeting to be held on the 25th October, to make a levy or rate, of one shilling in the pound, on all rateable property as appearing on the Valuation Roll for the time being in force, such rate to be made for the period of one year, commencing on the Ist day of October, 1882, and ending on the 30th day of September 1883, and to be payable in one sum, on the 26th day of October 1882, and also, that the Rate Book is open for inspection at the office of the Council during office hours. Carried. Proposed by Mr Byrne, that the engineer be instructed to have the track to the Oriental mine repaired immediately, seconded by Mr Irving, and carried. Tenders were then opened for the following works : — No. 1 Section, Rainy Creek Road. £ s. D. Hogan and Murphy, 525 0 0 Blakely and Molloy, 421 0 0 Connington and M'Leod, 412 0 0 Mark Delancourt, 620 0 0 No. 2 Section, Blakely and Molloy, 497 10 0 Connington and M'Leod 593 0 0 John Callum and party 714 3 0 Walsh and Dick streets, W illiam Cochrane and Son's 95 0 0 Patrick Sherlock, 100 0 0 John Quigley, 115 0 0 D. Hogan, 93 0 0 P. M'lnerney, 79 10 0 Proposed by Mr Irving, that the tenders of Connington and M'Leod be accepted, for No. 1 section Rainy Creek Road, and that the tender of Blakely and Molloy for No. 2 section do., and that the tender of Patrick M'lnerney for that of Walsh and Dick streets, be accepted, seconded by Mr Williams and carried. Schemes for the supply of water were received from the following gentlemen, John Cox, v\ illiam Gardner, and D. L. Cochrane. Proposed by Mr Brennan that the consideration of the water scheme's stand over until Thursday 28th inst., seconded by Mr Byrne, and carried. The accounts were then passed. Proposed by Mr Byrne that the accounts as read and corrected, be passed for payment, seconded by Mr Craig and carried.
Proposed by Mr Brennan that the meeting stand adjourned, for the purpose of considering scheme's for the supply of water, until 8 p.m. on Thursday the 28th inst., seconded by Mr Byrne and carried.
The meeting adjourned at midnight.
