Meanwhile, the following are brief indications of my opinion on various questions intimately affecting your interests on public works : — I think no railway system for the South Inland is complete without a- connection being established between the great trunk line and the Weßt Coast. In any case railway communication with Christchurch musffbe made as early as possible an accomplished fact. # A considerable portion •if the Four Million f oan ought to be permauently allocated to the construction of this lino, and the short Greymouth line pushed on vigorously up the valley. A {rood coach road, well bridged and gradad, between Reefton, Ahaura, and the Can/ terbury Plains is urgently required, ami ought to be completed within the mkt twelve months ; so, too, a road from liie Big Grey to Charleston The harr\>r works at both Greymouth and Westport BhonM of course be steadily prosecuted, and the success that has attended the initiatory work at both places fully warrauts the expenditure required in the future. As to education, the present Act nas its minor defects, but on the b\-oad question of secular education I am of opinion it adopts the only logical and practical method of -State interference in educational matters. In finance I believe we have at present as Colonial Treasurer the ablest man available, but I am not in favor of Government Insurance against poverty. It is an Utopian scheme, which, if ever carried out, would , press-' most heavily on the industrious. 'The system «if administering justice in the Colony requires a radical reform. I hope to have an opportunity of detailing to you the changes which for many years have appeared to me necessary. If you do me the honor of selecting me as your representative I Bhall enter the House as an independent member, inclined to give a general support to the present Government, but perfectly free to vote and act as I may consider best and wisest in your interest and that of the Colony at large. One thing you may feel sure of, that you will tind no one who has a more affectionate and lively concern for the wellbeing of the district and the people in it than myself.
