Evelyn Ashley stated that Lord Derby had received an offer from the Australian Colonies to contribute yearly the sum of fifteen thousand pounds towards maintaining a High Commissioner of the Western Pacific, who would reside in eastern New Guinea. He added that Her Majesty's Government would take steps to organise a sufficient staff to assist the Commissioner, and that the appointment of the latter would be made promptly. Received July 9, 12.42 a.m. Paris, 7. In the Chamher of Deputies to-day Ferry, Premier, made a statement regarding the present engagements be^ twon the French and Chinese troops at Langson. Tonquin, announced that from account which had been received by the Government it was clear that the French force which were going to occupy Langson, in accordance with the treaty had been led into a regular ambush by the Chinese. Ferry further stated that it was the intention of his Government to demand from China an indemnity of ten millions sterling, as reparation for the outrage. It is currently reported here to-day that the Government will order the occupation of Foo-Ohow by the French troops as a guarantee for the indemnity to be demanded from China. In the House of Lords to day the Franchise Bill was under consideration when Earl Cairns moved an amendment declaring that the proposed reform is nnacceptablo without simultaneous provision for a redistribution of seats, after the debate the consideration of amendment was then adjourned until to day when a division is expected to be taken. In the Legislative Assembly this evening a motion for an Address to the Queen prayiug that her Majesty would cause to^/|fe submitted to the Imperial Parliament a measure providing for the constitution of a Federal Council for the Australian Colonies was carried unanimously. The Ministerial Land Bill was introduced in the Assembly to-night. A resolution in favor of the establishment of a Federal Council was moved in the Legislative Council this evening. ; HOBAHT, 9.
