News has, however, been received from the inland districts in Northern Nubia stating that Osman Digna is now harassing tlip friendly tribes and his massacred a large number of women and children belonging to them. In its issue to-day the limes announces that the Imperial Cabinet has definitely decided to adopt stringent measures to put a stop to the encroachments of territory in Bechnanaland by the Boers, and prevent the continuance of the present lawless treatment of natives in that district. A cyclone of unusual force passed ovei the Island of Sicily yesterday, and did an enormous amount of damage. Its effects were felt very severely at Cataria, a town on the east coaV, and hundreds of inhabitants have been killed and wounded. Hong Kong, 10. Later intelligence from Formosa show that the report of thi> occupation of Tamsia by Admiral Liepis is incorrect. Despatches have been received from Tonqnin stating that an engagement has taken place between the forces of the Chinese numbering 6000 men, and the French troops under General ; Nigrier at Kep. The action lasted for five hour?, when the Chinese fled, having suffered heavily from the French fire. General Nigrier lost 21 men killed and 50 wounded, and was himself wounded slightly. The English and German Governments are now discussing the question of the appointment of a mixed Commission to adjudicate on the conflicting claims of English and German subjects in Angra Peguena, on the West Const of Africa. Cape Town, 10. The Transvaal Government has decided to withdraw its protection from the Montsiva native chief, who for some time past has been prosecuting hostilities against the Boers in Bechinaland. Service and Griffiths, Premier of Queensland, have received telegrams intimating that the Imperial Government will shortly instnict the Commodore of the Australia station to proclaim the British Protectorate over the Southeast portion of New Guinfa and the adjacent island n. Received October 11, 3.5 p.m. London, 10. The announcement that the British Protectorate will be forthwith established over a portion of New Guinea is now fully confirmed. Commodore Erskine has been ordered to proclaim a Protectorate over the Southern coasts of the island, eastward of 141 degrees longitude, as well a3 over the islands on the adjacent coast of New Guinea. The British Government have, however, decided that for the present settlement in the territory and islands shall be prohibited. Received October 1 , 11 715 p.m. Melbourne, 11.
