Received November 26, 12.30 a.m. Melbourne 25. The consideration of the protest lodged against Rnfus, winner of the V.R.C. Derby, was concluded to-day, and resulted in its dismissal. Both Houses of Parliament adjourned to-day as a mark of respect to th« late Sir William Mitchel, President of the Legislative Council.
Received November 26, 7.30 p.m. \ London, 25. A Parliament ltlue book has been issued today relating to the recidiviaite question, and the negotiations which have taken place between the French and English Governments. Among the latest despatch-^ is oio ->y L d Lyons, British Minster at Piris, announcing that in the course of an interview which he had on October 18 with M Ferry the latter declared that the French Government was ilesiniiis- of acting in a neighborly spirit with regard to the Australian Colonies, and proposed that negotiations should he instituted for an extradition treaty applicable to criminals escaping from New Caledonia. Alluding to this proposal Lord Derby stated that he deemed it inadeqna'e to satisfy the demands of the Colonies, and that no decision could be giv?n until the Colonial authorities had been consulted. Telegrams from Dongola state that the mounted infantry corps left that town and are now proceeding southwards. Native spies, who were sent to ascertain the strength and position of the Mahdi's army, arrived at Dongola with the intelligence that Khartoum was surrounded by rebel troops, who numjer fully fifteen thousand men.
