Parleying is stilrproceeding between England and Russia on the Afghan question, but so far as is known no progress has been made towards an amicable settlement,
The Times to-day states that a collision is imminent, a fresh Russian advance having taken place in the direction of Herat, and that. Sir Peter Lumsden, British Coramisiioner, has consequently b«eu directed by the Government to organise the defensive measures to be pursued by the Afghans against the Rnssian advance.
The Times further states that British troops from India have been oidered to occupy Robat Pass on the Hindoo Khoosh, between Herat and the frontier. Received March. 12 1.50 p.m. Melbourne 12. Arrived : Last evening, Wairarapa. Official statistics published give the total yield of wheat of Victoria for the last season at 10,300,000 bushels, being on an average of 9.49 per acre. The yield of oats aud potatoes show decreases as compared with last year. Sargood, Defence Minister, has approved of tho proposal to invite Royal Navy officers to offer for service in connection with local defences.
