(To the Bditoe, Inahaiota Timer.) Sir. — At a meeting of the Council in Reefton when some explanation was demanded by Cr. Menteath in reference to the Herald job, theChairmanat tempted t« explain, but utterly failed to do so in a satisfactory manner. But Hot ao with Or. Williams, who in a few ''well chosen" words explained the whole matter quite in accord with the way the majority of the ratepayers understand it. Cr. Williams said "If the ratepayers hail suffered, they had themselves to blame, for it was them that kicked up all this row." New, there is no doubt but Cr. William's speech expressed his inward sentiments. He practically contends that the Council is privileged to rid* roughshod over the rights and privileges of the ratepayers by employing the public servants, time, and money, to run in electors from other ridings for the purpose <*f disfranchising the legitimate elector* of the Reefton Riding, to keep himself and party in power. He likewise contends that the Council is justified in awarding their champion, " the Council organ " a large sum of pvhlic meney for his advocacy of their one-sided predatory practices. He charges the ratepayers " with kicking up a row " because they, the ratepayers, are objecting in a constitutional form, to be disfranchised in an unconstitutional sianner. Can Cr. Williams deu'ne the tersa "row" as being pertinent to th*> ease in question. It might be apropos in reference to a Donney-Brook Fair. But it is utterly inapplicable in reference to constitutional and legal objections as conducted by legitimate electors, who hare l>e»>n disfranchised upon the prisvcities wluoh he adroca.es.
