The Colonial Federation Enabling Bill was read a second time in the House of Lords last night. In the House of Commons Gladstone announced that Her Majesty's Government were now engaged in negotiations of an extremely grave nature with Russia, and it was impossible for him to mike a statement to the House at the present juncture. The Daily New* this morning has a leading article on the Afghan question, and says the only hope of peace that is possible is in the conclusion of an agreement delimiting the frontier line of Afghanistan, and adds that the negotiations now in progress to that end are not of a hopeless nature. In the House of Comaaons last night the Home Secretary, Sir W,m. Vernon Harconrt, stated in reference to the explosion at the Admiralty that although a considerable quantity of dynamite* had been placed in Mr Swansea's room, .only slight damage had occurred to the structure. Crews from four colonies were entered for the event, which has hitherto been Victoria v. New South Wales.
