The Speech from the Throne acknowledges the prompt respond made by all classes of the community to ihe demands of the Government tor increased naval and military protection for the Colony. It is especled that during the coming session the Government will be able to submit to Parliament a measure for giving effect to the Enabling Act passed by the imperial Government, providing for the federation of the Colonies. Eeference is made to the reciprocity treaty recently concluded between. Victoria and Tasmania, the details of which will be submitted for the approbation of Parliament. Various bill are announced, including a measure for combining the. duties of the Pilot Board and the Steam Navigation Board, and an act to amend the electoral Jaws of the Colony. Tile House of Commons has accepted the amendments which were introduced by the House of Lords into the Redistribution of Seats Bill. London, 17. Negotiations for the formation of a new Ministry are still in progress, and there is a rumor of divergence of opinion among the leaders of the Conservative party. It has been stated that Lord Randolph Churchill and Sir Michael Hicks-Beach are opposed to the inclusion of Sir Stafford Northcote in the administration, as wished by Lord Salisbury.
