The debate on the second reading of the State Forests Bill was resumed, and the bill was read a second time. Stoat was expected to make a statement re education affairs, but did not make it. The statement is ready, and has been printed. The House adjourned at 9 o'clock, on the motion of Stout \yfiLLINOTON, 8. Iv the House this afternoon, iv answer to a question, Government wild that no definite arrangement Lad iweu made in reference to the continuance of the San Francisco mail service. Resolutions will be brought down after the financial discussion asking authority for the Government to make fresh arrangements. O'Conor's motion ret ho constriction of a Urid^e over the Buller River at Lyell Was not moved, O'Conor being absent Macandrew's motion for a fresh marine survey of the coast of New Zealand wa« withdrawn.. Guinness moved that the Housp on Wednesday next resolve itself into committee of the whole to consider an ; address to the Governor requesting : him to place on the estimates £2000 for the purpose of erecting on some central position on the West Coast of the Middle Island a building to be used as a Home for aged, destitute, and infirm miner? and settlers from that part of the colony. The Premier suggested that he should withdraw the motion until the Charitable Aid Bill had been dealt with. This was agreed to, and the motion was withdraw. The Seamen's Represeu ation Bill was read a second time, as was also the Rating Act Amendment Bill, and Guinness's Bill to abolish coroner's j juries was adjonrned. I In the* House this evening; Yogel I made a speech in reference to the new resolution about the tariff. The Government consented reluctantly to tak« the duty off coal, and bad divided woolen, haWdashery, and drapery into two -clasftg, and comprising the cheaper class of articles, and, the more commonly used being duty free, while on others sixteen and a half per cent is charged. The general object of the new proposals was to lessen the op prppsiveness on the working classes. The House went into Committee of Ways and Mpans to consider the new tariff, and the Work of striking off increases was commenced immediately. Tea was reduced from sixpence to fonrpeticp. AH sorts of articles were omitted by large majorities. O'Conor suggested that Govern* ■ment should report progress and reconsider their proposals, but Stout would not do this. 9. In the House this afternoon Stoat moved tile adjournment till the evening in order that Government might confcider their position. Tlih House accordingly adjourned till the evening. On resuming at 7.80, Stout made a speech to the effect that the Government had decided, at the request of a largw majority' of the House to withdraw the tariff. The loss of revenue would be £70,000, whioh would be made op by allowing £50,000 deficiency of 1883 84 to stand over for two years, and 'chargmg £20,000 for works and armed' coiiffc»i>ulary to
loan. The Government would retain the Local Bodies Finance and Powers Bill, and make it strictly i Ministerial question, eliminating only the power to borrow on the subsidies. He ex pressed his regret that the House had r-efnsed thp duties, and said in answer to Atkinson that ho knew the Tariff Bill would be dovn by Tuesday. He moved a resolution authorising the refund of duties except on such as were passed by tbe House on the : previous evening, which were spirits, j wines, and preserved bananas. The Gaming and Lotteries Act Amendment Bill, Postal Notes Bill, Municipal Corporations Bill were read a second time. On the motion for the second reading of the Mines Act Amendment Bill, Mr . Ctainness protested against ; the provision to allow the Governor- : in Council to make a fee, for rights and i licenses. The Bill was read a second time, and the House rose at half past nine. ,
