INANGAHUA COUNTY COUNCIL.
The Ordinary meeting of the C«»unty Council was held at the Council Chambers on Thursday evening last. Present : Crs. Craig, (Chairman), Campbell, Duncan, M 'Gin ley, and Twohill. The minutes of tho previous meetings were read and confirmed. The outward correspondence was then read. The inward correspondence was read, and dealt with as follows: From Thomas Hampson, asking for the use of a piece of ground on river bank, on which t> mix asphalt.. Bequest acceded to. From F. L. Smith re work done by him in connection with Reef ton Water-race and asking for payment of 23/. From Thomas Lee, requesting to hare his name removed from the rate roll and the names of present proprietors inserted. The Chairman explained that it would be necessary to have the consent of persons interested. From Mr Mentoath, M.H.R., re advance on Revenue, application for subsidy on Merrijigs track, close of session, and means available for County etc., fixed price of laud reserved fur railway purposes, and plans for improvement of Muruhison road. From R. De Young, applying for appointment as Sexton to the Reef ton Cemetery. It was resolved on the motion of Cr. Campbell, to invite application for the position i >f Sexton. From Michael Williams, re Left-hand Branch ferry, offering t> put oa a boat if the Council were willing to grant him a subsidy equal to what was paid Mr Wolfe, viz LI per week. Resolved that matter stand over until there was a fuller meeting of the Council. From Secretary of Reefton Atheuwum, re subsidy. Resolved that the matter stand over for some time. From Grey County Council demanding one-half the amount expended on repairs and maintenance of bridge over the Grey river. After considerable discussion as to the liability of this Council to contribute towards the cost of construction of the crate on the South side of the river — it was resolved that the Chairman communicate with the Grey County Council, and direct their attention to the probable danger of the river breaking through between Fitzgeralds and O'Alalley's homewteads, and to enquire if they will take steps to prevent sucli an occurrence. From Aaron Came, asking for LlO as compensation for damage to harness, alleged to have been caused by the road giving way at a point between Courteney's , and Lines', through the careless manner in which the contractors executed some , repairs. J Fvom the Secreta'y of the Postal Department, enclosing a letter from Mr H. Newman complaining of the bad state of the road at the Hope saddle, and between Fern Flat and the Jnangnhua Junction ; the secretary requesting that steps be taken at once to pnt the road in repair. The Chairman stated that Mr G. Newman admitted that the parts complained of were chiefly withiu the Buller and Waimea Counties, the only portion in the Inaugahua County was a short distance near the Dee. From R. Rowe, re charitable aid, requesting that Lls voted him by the Council should be forwarded to Greymouth. Resolved that the matter stand over until it is ascertained whether the Benevolent Society are willing to subsidize the Lls voted by this Council. From J. Ching, re alleged damage to his property through the work done by the Council in confining the water of Soldiers Creek to a narrow channel. From T. North, solicitor for Mr Ching, giving notice that he held the Council responsible for damage done, and that may hereafter ensue, and urging the necessity of taking immediate steps to prevent a continuance of the matter complainud of. From Property Tax Commissioner, re boundaries of Riding. From Secretary to tho Treasury, forwarding months revenue for August. From same, forwarding final payment of subsidy f »r maintenance of main roads. From Itev Spencer, requesting charitable aid for Mrs Leech. Resolved that the Chairman and Councillor Twohill visit Mrs Leech, to ascertain her means of livelihood, and that in the meantime she be granted 16s per week. From Mi's Waite, requesting that LI passed as charitable aid to her late husband be forwarded to her. From same, asking that 5s per week granted to the late Reuben Waite should be continued to her. Resolved, that the first request be complied with, and t at 5s per week aaked
for would be continued if other Counties are still contributing. From Hans Jacobsen and others, requesting Council to construct a roadway I aiung the Strand from Smith to Walsh streets. Resolved, that their request will receive attention when Council is in p sition to undertake any new works. From Secretary of the Reef ton Hospital, requesting the Council to prevent any person fencing in that portion of the river reserve in the vicinity of the Hospital, it '•en; required as a recreation ground for the patients. The County Solicitor's opinion to the effect that the Council had no power to let the reserve in the manner suggested at the last meeting was then read. Resolved, that in future no person shall bt> allowed to fence in any part of the reserve. From Manager Happy Valley Gold Mining Company, stating the company are willing to defray one half of the cost of coastructing a track from the Merrijigs main road to the company's mine. From J. Stevenson and others, directing attention to the dangerous state of the river protective works, Lower Broadway. Resolved, that the Engineer be instructed to call tenders for, and have the work constructed, provided the requisition ists find the means of drawing iiw required logs on to the grouud. From Scoltock aud other*, requesting Council to hajre road opened for the convenience of traffic from Broadway to Church-street. Resolved, that matter stand over. From Manager Venus Gold Mining Company, asking Council to have a hone t:a:k constructed from a point on the Murray Creek road to the Company's mine Resolved, that the Engineer be inBtructed to survey aud prepare an estimate of the cost of track, to be submitted to next meei'ng of the Council. From A. J. Breen, re bad state of repair of the Devil's Creek road, and asking Council to have some repairs executed. Resolved that tenders be called for the repairs and maintenance for a period of 12 months, of the road from Main Grey road to the Big River, to be maintained for dray traffic from Breen's Hotel to the Oriental Creek, and kept open for horse traffic from the Oriental Creek to the Big River. Correspondence as read was received. The County Solicitor's opinions on the several matters hereunder mentioned were then read : - Re Cochrane and Sons application for protection of Bridge over the Inangahua river. The Solicitor did not see how the Council could grant the protection sought for. Re Bryan M'Mahon claim for damages to his property at Boatman's. Opinion : That M'Mahon was not entitled to compensation, as any injury sustained by him was not attributable in any way to the action of the County Council. Re money formerly belonging to the Hatnpden Road Board. Opinion : That the money is now the property of the Inangahua Cotiuty Council. Resolved that the County Treasnrer be instructed to communicate with the Manager of the Bank of New Zealand, at Nelson, requesting him to pay into the Inan?ahua County fund aeon tit at the National Bank of New Zealand, (limited), Reefton, all moneys remaining lodged in the Bank of New Zealand to the cred't of the now defunct Hampden Road Board. The Chairman in referring to Mr Kilsrour's account for expenses incurred in attending to the hat-chin £ of trout ova, stated that the only information he could obtain in connection with the matter was a telegram sent by Mr Garven to Mr Kilgour, requesting him to telegraph to the Chairman for instructions and advice as to the manner in which the ova was to be hatched. Proposed by Cr. Craig, seconded by Cr. M 'Gin ley : — That a rate of six farthings in the pound on the value of the rateable property as appearing on the Valuation Roll for the time being in force in the .County, be and the same is hereby made ; and that such rate be for 6 months, commencing Ist October, 1885, and ending 31st March, 1886, and that such' rate be payable in one sum on the 4th day of Oct., 1885. Carried. Resolved, that track from Antonio's to Maori Gully be repaired at a cost not to exceed LlO. Resolved, that the Engineer be instructed to visit the main road maintenance contracts at least once fort nig'it'y. I Accounts amounting to L 602 5s 4d passed for payment, and the meeting lapsed at 11.10 p.m.
