WHAT THE FEDERATION AIMS AT. The Millerfcon miners (writes a correspondent of the Nelson Colonist.) hold a ballot on Wednesday to decide whether they should secede ■from the Miners' Federation, and .by a two to tone maiority decided in favor of remaining in the ranks.
