The. ballot commenced thirs afternoon to make uj> the deficiency, four nftmes being drawn to make up every one of the deficiency, instead of only a proportion of three to ono as previously. The reason for the inr creased proportion is to make up for the tightening of the medical standard,. Tims 4812 names are now being drawn. \ Bay of Plenty is the only district to escape the ballot, having made up its quota voluntarily.
