He justified his administration of the Treasury, and attributed the failure of the loan to the Stock Exchange ( Bears/ and expressed him" iself as sanguine thst the loan would be floated. He defended the administration of railways by his colleague, Mr Bent, but stated he doubted the utility of the proposed Board of Mauagement. The speech did not announce any new policy, and was received m a lukewarm manner by the meeting.
