THE ENGLISH PARLIAMENT" PARNELL'S AMENDMENT. (by electric telegraph. — copyright.) (reuter's telegrams.) London, Feb. 26. The Debate on the Address m Reply, was resumed m the House of Com* mons to-day, when Mr Parnell proposed jin amendment m which he denounced the tyrannical exercise of the powers conveyed to the executive by the Irish Crimes Prevention Act. After debate the amendment was rejected by 132 to 15.
