The way in which the ratepayers should regard the Loan question is this. A special rate of 9d in the £ will have to be imposed, irrespective of whether the Loan is floated or not, in order to carry on necessary works, and pay interest on existing liabilities. If the ratepayers favor the loan, a- special rate of Is in the £, witt probably be struck; so that the difference between the benefits that a loan will confer and doing without will be 3d in the £ 'of a special ratei The expenditure of the loan will incrpase the value of property to a very substantial extent, and through bringing an additional population, the individual burdens will be proportionately lightened. We do not see how any intelligent ratepayer* haying a desire to' see the place advance, tan hesitate for a moment as to how
