THE RECIDIVISTE QUESTION.
Writing on the Recidiviste question, the Sydney Morning 1 Herald remarks : — " Some hundreds of felons have already found their way from New Caledonia to Australia, and. have increased the amount of crime, and aggravated the duties of our police. The convict establishment m New Caledonia has been a nuisance, is a nuisance,Jand promises to be a greater nuisance. It is a domestic question therefore, 'for Australia, as well as for Fiance, and we shall bo forced into dealing with it somewhat trenchantly. Theie is some hope m the telegram which reports that Sir Edmund Dv Cave, formerly director of convict prisons, has -written to the Times, showing that it is cheaper to reform convicts at home than abroad. We have frequently pointed out that this h.'S been the English experience, and if the French authorities could only profit by this experience, they would see that to work m Toulon is cheaper than, to work at Noumea. In asking them to keep their convicts at home we are asking them to take the most economical course. The protest of Australia forced England into that course and it has profited by it."
