They have, however, expunged clause 3, which proposed to utilise the Marquesas or Mendona Islands, m the Pacific Ocean, as penal settlements. The committee further expre ses their approval of the suggestion re the release of criminals after they have served six years' imprisonment m the places to which they may be- transported.
