Thjsd Marquis of Normanby was recently entertained at a banquet, on jiis arriya| Home, after haying spent
21 ears in the colonies, during 19 of ihich he has held the position of Governor. Speaking to a toast, his Lcdship referred to the colonies, anl defended them from the statements made against their fondness fe borrowing. People were in the hbit of accusing the colonies of exravagance, of borrowing too extenjvely, and of living entirely on borbwed mon^y*. .These charges JaeieniejJ. Whilst . admitting _tl\at vin. many cases the debts incurred have tyecpme very large, sfcill his -Lordship pointed out that in young countries, vhere there is a vast extent of unjop.ulajed land, and districts undeveloped, money was required to be ecpended in the construction of railivays and other works, "and such expnditufe could not be. calkd^extrar vigarice. Alsoi that J in England^ tlese works could be easily underf tacen by private companies, whereas in the colonies, the Governments hid to take them in hajfid, on accoint of the scarcity of private capit4. Referring again to the Austra^lira colonies, his Lordship said; "they were young communities, accustomed to do things in a hurry ; they built their cities in a few.months or years; they made their railways' through country where only,/a_Jew; years before there was nothing but swamp or bush ; and. they were not accustomed to all those checks and safeguards to which those at Home) were so habituated ; but for all that,! depend upon it the - colonials were! the best J udges of what they ' wiiiiit-! ed. w — Later on, thle i^ar(j(uis:s't'a]ted! his opinion' that alPthat was' required in the colonies was population, and he recommended them as suitable places for emigrants to ' go to,- such as laborers, mechanics, carpenters and m^n of all 'trades, a^ri^l also! respectable and industrious, 'females. If the colonies .could find a few more friends who, like^. the Marquis i( pf Siprmanby, coul^ speak so favorably of them from long experience, a vast difference would .take place ini the attitude which those at Home would take up in, regard to the colonies. It is not so long since the credit of this particular colony . was so bad in the London Money Market, that, Had it not since improved, we should never have cause t6 fear further borrowing, because the lender would not iiave.been forthcoming in the English niarket. Probably the tehdeiicjr to go ahead too fast is what most alarms our more , careiul .English cousins. There, everything' is worked on hard and fast lines,- which are adhered to very tenaciously, to the utrdost degree. ' Here the cry is for progress, and no sooner does a new theory become propounded than there are. immediately hundreds of followers ready to enlist in its train.
