(BY ELECTRIC TELEGRAPH.— COPYRIGHT.) (REUTBR'S TELEGRAMS.) Adelaide, Saturday. Mr Todd, the Soutli Australian Post-master-General, is m receipt of a telegram from Berlin, confirming the previous intelligence that the telegraph conference had agreed upon a reduction m the press rate for cable messages to Australia. A reduction tariff for general messages has not yet, however, been agreed to, m cousequence of the opposition shewn m Germany.
