The United States and France have agreed to tho Eussian proposal to submit the question of tho indemnities to be paid by China to the Powers to arbitration, in accordance with the international agreement adopted at Thct Hague Peace Convention, in the even of tho allies disagreeing.

Advice has been received by the Post and Telegraph Department from Hong Kong that one of the lines to Canton has been restored.
