UNITED STATES ARMY.
APPALLING CONDITION STRESSED ACT NOT COMPLIED WITH. Received December 6, 9.50 a.m. WASHINGTON, Dec. 5. Mr Davis, Secretary of War, and Mr John Hines, Chief of Staff, in their annual reports stress the appalling condition of the army. They declare that the terms of the National Defence Act, which provide for the maintenance of an army of 280,000 have not been fulfilled. It is alleged that the army now has 40 per cent, of the contemplated strength.—A. and N.Z. cable.
