GOVERNOR’S OPENING SPEECH

SYDNEY, Sept. 17. The New South Wales Parliament was opened to-day by the Governor, Sir Dudley de Chair. . Sir Dudley announced in his speech that legislation would be introduced for reforming the Legislative Council, and for the restoration, of the Sydney City Council on an elective at the same time dissolving- the Civic Commission which now controls the important legislation would prohibit mass picketing and industrial disorder, while in the event of tho Federal Government evacuating the field of industrial arbitration stops would be taken to. amend the State industrial laws toward removing many disabilities that are now depressing industries. The Governor added that proposals would be submitted by the Government for the reduction of taxation on companies and individuals.
