ALLEGATION OF GRAFT. The Grand Jury of New York has returned indictments against Frank Warder, the former State Superintendent of Banks, sufficient to keep him prisoner for 85 yeirs. The series of charges grew from the failure for £1,000,000 of the City Trust Company. Warder, it is alleged, failed to examine the bank’s books, and charged £2OOO each time he came round for overlooking crooked business. 1
