NATIONALIST COMMANDER MUTINIES. KWANGSI ARMY ACTIVE. (United ServiceJ Received September 23, 11 a.m. SHANGHAI, Sept. 22. General Chang Fa-kuel, commander of the Fourth Nationalist Army, has mutinied against Chiang Kai-shek. The Kwangsi army is reported to be invading Kwangtung for the purpose of capturing Cantsn.
