RATING REFORM.
NEW BRITISH SCHEME. (British Official Wireless.) RUGBY, Sept. 25. On Tuesday the rating reform scheme of the late Conservative Government will come into full operation, and from that date British industry will be relieved of three-fourths of the burden of rates which it has hitherto borne. Although assistance has already been given to agriculture and to certain of the heavier trades, industry as a whole has yet to receive the benefit of the greater part of the scheme, for the purpose of which a sum estimated at some £26.000,000 per annum is to be made available. The section of the Act that deals with the reform of local government will, not come into operation until April next-
